Designed by the 2006 members of the Hostage Negotiation Team:

"salus populi suprema lex esto" meaning "the welfare of the people is to be the highest law". From Cicero's De Legibus, book III, part III, sub. VIII. Quoted by John Locke in his Second Treatise, On Civil Government, to describe the proper organization of government. Also the state motto of Missouri.
4 stars. Representing each member of the team. Their icon is represented within each individual star (see below).
A compass rose. Symbolizes the intel position and our outreach for information in all directions.
Intertwined phones. Symbolizes the primary position and the communication between negotiator and subject.
Lt. / Sgt. Icons. Symbolizes the command position usually held by the senior Lt. or Sgt. at the scene.
Hand Shake. Symbolizes the backup role position as he works hand in hand with the primary and our ability to work as a team with other agencies.
4 Arrows. Representing preparedness for action in each of the four roles.
Laurel Wreath. Represents our desire for a peaceful resolution to conflict.
The roman numerals. The original town of Ontario started as a settlement on the trail between Mansfield and Bucyrus. In 1834 (displayed in roman numeral format), the combination of that settlement, another small settlement known as New Castle and additional land to the east and west became the Village of Ontario.
A chivalry icon. An Order is a decoration, awarded by a government to an individual, usually for distinguished service to a nation or to humanity. This is a modernized version of the ancient Maltese Cross design. Four points protrude representing half of the eight chivalric virtues:
  • Loyalty
  • Bravery
  • Glory and honor
  • Helpfulness towards the poor and the sick
The colors.
  • Yellow has good visibility and is often used as a color of warning. It is also a symbol for quarantine, an area marked off because of danger.
  • Dark blue is associated with depth, expertise, and stability. Often, dark blue is the favored choice for police uniforms.
  • Light blue is associated with healing, tranquility, and understanding.
